Medical experts meeting in Lome, Togo, recently laid out a hard truth: regional health systems are quietly losing ground, and without immediate upgrades to disease detection, the next epidemic could catch the region entirely flat-footed.
You've heard it all before. A crisis hits, billions flow in, and once the headlines disappear, funding dries up. But infections don't wait for political convenience.
The Cost of Waning Maintenance
Look at the recent data. The rare Bundibugyo virus has triggered a massive health emergency in Congo, taking thousands of lives since May. According to the Africa Centers for Disease Control and Prevention, actual tolls are likely three times higher than official counts because the virus spread undetected for critical weeks. Meanwhile, pathogens like Hantavirus have popped up unexpectedly on cruise ships near Cape Verde.
When public attention shifts elsewhere, maintenance of local health infrastructure wanes. Equipment breaks down. Supply chains fracture. Surveillance slows down to a crawl.
Kossi Kabo, head of the Association of Medical Biologists of Togo, put it bluntly during the recent regional congress. "We shouldn't wait for an epidemic to emerge somewhere before responding. By then, it would be too late."
You can't build a fire department while the house is burning down. Yet that remains the default playbook for global health management.
Breaking the Cycle of Vaccine Dependence
West African experts are tired of waiting at the back of the line for foreign shipments. The heavy reliance on vaccines manufactured in Western nations exposes a structural weakness that has persisted long after the bitter lessons of the 2014-2016 Ebola crisis. Back then, an estimated 11,000 people died across Guinea, Liberia, and Sierra Leone before a coordinated international response finally turned the tide.
COVID-19 repeated the same script. Wealthy nations hoarded doses, leaving developing regions to fend for themselves for months.
To break this loop, scientists argue that regional governments must shift from passive consumers to active producers. That means pouring real capital into diagnostic capabilities, laboratory networks, and home-grown manufacturing infrastructure.
Investing in People Over Concrete
Buying fancy machines isn't enough. Arthur Bodurie Calvin Garber, president of the Sierra Leone Association of Medical Laboratory Scientists, points out a crucial blind spot in current policy: governments love ribbon-cutting ceremonies for new buildings, but they neglect the human element.
You need trained epidemiologists, well-paid lab technicians, and community health workers who trust the science and know how to flag anomalies before they explode into national emergencies. If the talent keeps draining away due to poor working conditions, no amount of modern equipment will save the day.
Fixing this requires structural changes that go beyond short-term grants. Governments need to:

- Allocate domestic budget lines specifically for continuous laboratory maintenance rather than emergency-only cash infusions.
- Prioritize retention programs to keep medical professionals practicing locally.
