Russia is changing its aerial tactics over Ukraine, and the shift is deadly. The Math Behind the Patriot Shortage

Building a modern surface-to-air missile system isn't like setting up an auto assembly line. A single Patriot battery consists of multiple radar units, mobile command centers, electrical power plants, and launch vehicles. It costs roughly $1 billion. But the main bottleneck isn't the launcher. It's the interceptor missiles themselves—specifically the advanced PAC-2 and PAC-3 variants designed to destroy incoming ballistic warheads.

Each PAC-3 interceptor costs around $4 million. Lockheed Martin produced roughly 620 PAC-3 interceptors across all its production lines last year. Military analysts estimate Ukraine alone needs closer to 2,000 interceptors per year just to cover its major cities, power plants, and frontline positions against Russia's surging arsenal.

That is why Russian strikes now feature dense barrages of ballistic missiles alongside hundreds of decoy drones, deliberately overwhelming local defense batteries until the interceptors run dry.

Why Local Production Takes Years, Not Months

Telling Ukraine to build Patriot interceptors locally sounds like a clean self-reliance solution. It isn't realistic for the current war.

Even under optimal conditions in a peacetime economy, establishing a licensed defense plant takes immense time. You have to build hardened facilities, train specialized engineers, import proprietary tooling, and establish secure supply chains for hundreds of high-grade military components. Radar components, solid-fuel rocket propellants, microelectronics, and guidance sensors require specialized global suppliers.

Ukraine is currently fighting under constant missile bombardments. Any massive industrial facility built to produce air defense missiles inside Ukrainian territory would instantly become a primary target for Russian reconnaissance and long-range precision strikes.

Industry experts estimate that setting up functional PAC-3 production lines in Europe—let alone inside Ukraine—will take anywhere from three to five years. Ukraine does not have three to five years. Cities like Kyiv, Kharkiv, and Odesa are taking hits today.

What Actually Works to Stop Ballistic Strikes

If domestic licensing won't save Ukrainian cities in the near term, what will? Defense analysts and military strategists point to three immediate actions Western allies can take:

  • Transfer Western Stockpiles Immediately: NATO nations currently holding Patriot batteries and PAC-3 stocks in storage or lower-risk regions must release them to Kyiv right now. Tactical readiness calculations for Western Europe mean little if Russian ballistic aggression isn't contained in Ukraine.
  • Provide Strike Weapons for Active Defense: Shooting down incoming missiles mid-air is an expensive defensive battle you will eventually lose due to supply limits. The most effective way to stop a ballistic strike is to destroy the launcher or the factory making the missile. Long-range strike weapons like Tomahawk cruise missiles or Western permission to target Russian missile assembly plants offer far higher defensive value per dollar spent.
  • Scale Joint European Manufacturing in Safe Zones: Rather than building target-rich factories inside Ukraine during active wartime, Western allies should accelerate joint manufacturing facilities in neighboring NATO countries like Poland, where production can run around the clock without fear of missile bombardment.

Relying on future domestic factory licenses while Russian ballistic missiles hit urban centers is a recipe for disaster. Western leaders need to supply physical interceptors from existing inventories today and grant Ukraine the deep-strike capabilities required to hit Russian launcher networks at their source.
