Inside The Foiled Isis Plot That Targetted The Mall Of America

Federal law enforcement officials arrested an 18-year-old Richfield, Minnesota resident named Sheikhdoon Abdullahi Mohamud, stopping what authorities describe as a meticulously planned mass-casualty attack targeting the iconic Mall of America.

The arrest exposes how federal counterterrorism agencies track radicalized individuals online before violence strikes.

How the Plot Unfolded

According to court documents unsealed by the U.S. Attorney's Office for the District of Minnesota, Mohamud spent months communicating with an FBI confidential source. Starting in 2024, the teenager allegedly shared extremist rhetoric, exchanged hundreds of messages, and recorded a selfie-style video pledging allegiance to the Islamic State, commonly known as ISIS.

Investigators say Mohamud specifically targeted the Mall of America because he believed it was Jewish-owned. He planned to execute a mass shooting aiming to kill between 30 and 60 people. He explicitly selected October 24 as the date of the attack.

When discussing the date with the undercover source, Mohamud pointed out that a large gathering known as the Hmong Arts Celebration would be taking place at the massive retail center. He noted that the event would bring crowds of non-Muslim attendees to the venue.

The Undercover Sting Operation

Federal agents intervened before the suspect could acquire live ordnance on his own. On October 6, the FBI arranged a controlled sting operation. An undercover FBI employee met with Mohamud and sold him an AK-47 assault rifle, four 30-round magazines, and roughly 200 rounds of ammunition.

Crucially, federal authorities rendered the AK-47 completely inert prior to the transaction to ensure public safety was never compromised during the operation. Shortly after taking possession of the weapon and ammunition, law enforcement agents took Mohamud into custody.

He was formally charged with one count of knowingly receiving a firearm and ammunition in order to commit a federal crime of terrorism. He appeared before a federal judge shortly after his apprehension.

Broader Security Implications

This case highlights ongoing threats involving domestic actors inspired by foreign terrorist groups. Officials noted that Mohamud drew inspiration from prior international and domestic shooting tragedies, hoping to emulate past mass casualty events.

Law enforcement agencies continue to emphasize the role of digital surveillance and confidential informants in intercepting threats early. With the suspect now facing federal terrorism charges, the investigation underscores that lone-actor radicalization remains a persistent security challenge for major public venues across the United States.
